Kamil Idris1Prime Minister Kamil Idris said the Government of Hope is working to prepare the climate for an inclusive Sudanese-Sudanese dialogue that excludes no one, describing the process as the platform for reaching consensus on how Sudan should be governed before moving to elections.
He said the dialogue will include all Sudanese components, stressing that political parties and blocs wishing to participate are welcome, regardless of labels or affiliations. He added that the outcome of the dialogue should be an agreed framework for governance, followed by direct elections under international observation, in which the Sudanese people choose their leaderships.
Speaking at a press conference in Port Sudan upon his returned from New York, Idris said Sudan has intensified official and popular diplomatic engagement with neighboring African countries, noting ongoing communication with Egypt and Saudi Arabia. He added that efforts are underway to open new channels even with countries that have not yet initiated peace with Sudan, as part of preparations for both the peace initiative and the Sudanese-Sudanese dialogue.
He said practical measures have already begun, including facilitating procedures for Sudanese abroad, lifting restrictions imposed on them, and reviewing certain reports to create an enabling environment for participation.
Idris also pointed to recent facilitations related to passports and the civil registry, issued under the direction of President of the Transitional Sovereignty Council (TSC), saying these logistical, legal, and political steps aim to prepare the climate for the dialogue.
Responding to questions on international monitoring, Idris said Sudan would not accept the deployment of UN forces, stressing that past experiences caused severe hardship. He said any monitoring must be agreed upon by the Sudanese state and cannot be imposed, reaffirming Sudan’s sovereignty over the initiative.
He added that any form of monitoring would be subject to the consent of the Sudanese government.

In its statement, the ministry affirmed Sudan’s full solidarity with the brotherly Somali people, reiterating its firm support for the unity of the Federal Republic of Somalia and its full sovereignty over all its territories within internationally recognized borders.
In a related context, the ministry expressed deep concern over the unilateral measures taken by the Southern Transitional Council in Yemen’s Al-Mahrah and Hadramawt governorates, warning of their negative impact on efforts to establish security and restore stability.
The ministry also reiterated its full solidarity with the brotherly Yemeni people, as well as with the Presidential Leadership Council and the Government of the Republic of Yemen, emphasizing the importance of cooperation among all Yemeni forces to end escalation, prioritize the national interest, and spare the country further tension and division.

He explained that the first phase of the initiative calls for a comprehensive ceasefire under international supervision, alongside the withdrawal of militias from all occupied areas, in accordance with the Jeddah Platform declaration. The initiative also includes the consolidation of militia forces in designated camps agreed upon under the oversight of the United Nations, the African Union, and the Arab League, facilitating the safe return of internally displaced persons (IDPs) and refugees to their original homes, and ensuring the uninterrupted flow of humanitarian aid across all regions.
Dr. Idris emphasized the complete disarmament of militias under international monitoring, with guarantees against the recycling of weapons. He further noted that the Sudanese government will implement confidence-building measures based on UN Security Council Resolution 2736, covering political, economic, security, and social dimensions, including legal accountability for public rights violations, the removal of obstacles to issuing official documents, and the review of criminal records to allow returnees to reintegrate into the country.
The initiative also encompasses the reintegration of eligible individuals through the Disarmament, Demobilization, and Reintegration (DDR) program, reparations, and the support of economic projects in Darfur, Kordofan, and other affected states, alongside reconstruction efforts. Comprehensive national and international conferences are planned to consolidate societal peace and reconciliation, in cooperation with the United Nations, donors, and friendly and sister countries, to restore social cohesion and create a resilient communal environment. The initiative further foresees a Sudanese-Sudanese dialogue during the transitional period among all political forces to pave the way for democratic governance through elections.
Dr. Idris affirmed that the initiative reflects the principle that there can be no stability without a unified national authority and no future without comprehensive recovery. He stressed that Sudan seeks not sympathy, but partnership in ensuring peace and justice for its people. He highlighted that the initiative is genuinely Sudanese, developed independently by Sudanese hands, not imposed by any external party, and aims not at achieving victory in war, but at breaking the cycle of violence instigated by the militias.
The Prime Minister described Sudan as standing at a historic juncture, capable of silencing the guns with courage after cities have been reduced to rubble, families displaced, and hope besieged. He condemned the violations of international norms, which have resulted in an unprecedented humanitarian disaster undermining regional stability.
Dr. Idris concluded that the peace initiative represents the government’s vision of ending militia aggression and their external support, protecting civilians, safeguarding lives, preserving national territory, and upholding both national and international peace and security.

The meeting was attended on the Sudanese side by the Prime Minister’s advisors, Sudan’s Ambassador to Ankara, the Consul General, and the Technical Advisor. On the Turkish side, attendees included Ambassador Ahmed Yildiz, Turkey’s Permanent Representative to the UN, and Ambassador Ali Olnar, Director General of the African Affairs Directorate at the Turkish Foreign Ministry.
Dr. Idris extended greetings to President Recep Tayyip Erdoğan and his team, praising him as an inspiring national leader. He also conveyed the Sudanese people’s gratitude for Turkey’s significant political and humanitarian support during the ongoing war in Sudan.
The Prime Minister invited the Turkish government to participate in the Sudan-Qatar-Turkey trilateral partnership, highlighting major projects including the Al-Hawad agricultural initiative, the new international airport, the administrative capital, new medical cities, and youth housing developments. He also called for the rescheduling of Sudan’s outstanding Turkish debts.

She said Sudan aspires to forge strategic relations with the Russian Federation, pointing in this context to the joint signing of the Economic and Trade Cooperation Protocol between the two countries last September.
Addressing the Second Ministerial Conference of the Russia–Africa Partnership Forum, currently underway in Cairo, the minister affirmed the existence of strong political will to advance and deepen bilateral relations between Sudan and Russia. She noted that the coming year will mark seventy years of constructive cooperation and mutual understanding between the two countries, anchored in a clear strategic vision and sustained momentum toward further development.
She reviewed the trajectory of the Russia–Africa partnership in light of the outcomes of the two summits, the ministerial meetings, and the 2023–2026 Action Plan, as well as the expected outcomes of the current conference. She underscored that this progress is poised to contribute meaningfully to the realization of the African aspiration for the effective implementation of the continent’s Agenda 2063.
The minister also referred to the steadily expanding bilateral relations between Russia and a number of African states, praising Russia’s adherence to principles of peace, justice, equal sovereignty, non-interference in the internal affairs of states, and the exchange of benefits on the basis of mutual interests.
She called for comprehensive and far-reaching reforms of the international system, particularly the United Nations Security Council and the global political and economic order, in a manner consistent with the principles of fair and equitable distribution of opportunities as enshrined in the United Nations Charter.
Dr. Limaa Khalafallah stressed that the practice by some states of applying double standards in addressing violations and misconduct can only lead to deeper fractures and further conflicts. She affirmed Sudan’s hope that the Russia–Africa partnership will lay solid foundations for interconnected and constructive relations that contribute to combating negative phenomena, including terrorism, mercenaryism, and transnational crimes, thereby strengthening the pillars of peace, security, and stability.

The call reviewed the distinguished historical ties between the Republic of Sudan and the Kingdom of Malaysia and explored ways to further enhance and develop them in the mutual interest of both countries and their peoples.
The discussion highlighted the importance of renewing and activating bilateral agreements, with a focus on expanding cooperation in energy, trade, technology, and capacity building, including the training and qualification of diplomatic personnel and the exchange of technical and institutional expertise, alongside strengthening economic and developmental partnerships in the coming period.
For his part, the Foreign Minister expressed his appreciation to the Malaysian counterpart for the call, commending the fraternal relations between the two countries and thanking the Malaysian government for its continuous efforts and support to Sudan. President of the Transitional Sovereignty Council (TSC) and Commander-in-Chief of the Sudanese Armed Forces, Abdel Fattah Al-Burhan, on Wednesday inaugurated the General (Police) Khalid Hassan Mohi-Eddin Center for the Issuance of Identity Documents, in the presence of the Ministers of Interior, Finance, and Justice, as well as senior executive and security officials.
Al-Burhan congratulated members of the Sudanese Police Force nationwide on the occasion of the 71st anniversary of Sudanese Police Day, commending their national role in maintaining security and stability.
TSC President directed authorities to facilitate procedures and ensure the issuance of all identity documents to citizens, stressing that “no Sudanese citizen should be denied identity papers, even if criminal complaints have been filed against them,” describing such documents as legitimate legal rights. He also expressed appreciation for the opening of the new center, describing it as a major institutional achievement.
Al-Burhan further expressed his gratitude to the State of Qatar, its leadership, government, and people, for their continued support to Sudan and their valued contribution to the successful completion of this project. He also praised the resilience, sacrifices, and steadfastness of the Sudanese people in support of the Armed Forces and allied forces as they wage the “Battle of Dignity and Honour” to defeat the rebel terrorist militia and safeguard the country’s unity, sovereignty, security, and national gains.

Vice-President of the Transitional Sovereignty Council (TSC), Malik Agar inaugurated the Mecca Eye Hospital for ophthalmology and eye surgery in Port Sudan, run by the International Eye Foundation, in the presence of Finance Minister Dr. Gebreil Ibrahim, Undersecretary of Health Dr. Ali Babiker Sidahmed, Red Sea State Wali Lt. Gen. Mustafa Mohamed Nour, the Secretary-General of the International Eye Foundation, and several ambassadors from friendly countries.
Addressing the inauguration ceremony, Malik Agar described the Mecca Eye Hospital as “not just a building, but a beacon of healing and a noble humanitarian mission”. He called it “a safe refuge for all in need, a compassionate hand extended to the poor and disadvantaged, embodying the values of solidarity and mercy”, emphasizing that serving humanity is the essence of true development.
TSC Vice-President praised the efforts of the hospital staff, including doctors, administrators, supporters, and donors, notably the King Salman Humanitarian Aid and Relief Center (KSRelief) and Dr. Al-As Ahmed Kamil, Regional Director of Mecca Hospitals. He also paid tribute to martyrs who sacrificed their lives for the nation, prayed for the safe return of the missing, a speedy recovery for the wounded, and offered condolences for the late artist Abdel-Gadir Salim, who sang about Sudan and Kordofan through his music.”
Red Sea State Wali Lt. Gen. Mustafa Mohamed Nour affirmed the state government’s support for all projects of the International Eye Foundation in Sudan, highlighting its role as a pioneering development institution in healthcare that contributes to indigenizing medical treatment within the country.
Health Undersecretary Dr. Ali Babiker Sidahmed praised the International Eye Foundation for providing advanced ophthalmological services through Mecca Eye Hospitals, using the latest global technologies, earning widespread respect among citizens.
Dr. Adel-Abdelaziz, Secretary-General of the International Eye Foundation, noted that the foundation’s achievements were made possible through the support of Saudi Arabia, the Sudanese federal government, and the state governments. The Minister of Cabinet Affairs, reviewed the final arrangements and preparations for the launch of the government employment platform designated for Sudanese nationals, both inside the country and abroad, seeking jobs in various state institutions.
The review took place during a meeting attended by Secretary-General of the Commission for the Recruitment for the National Civil Service, Mua’tasim Hajo Al-Obeid, and the Undersecretary of the Ministry of Digital Transformation and Communications. The meeting included a discussion of the technical and organizational aspects of the platform, electronic application procedures, and the criteria and regulations for selection, ensuring fairness, transparency, and equal opportunities for all applicants.
The Minister of Cabinet Affairs emphasized that the launch of the platform represents a pivotal step in the civil service reform process and the modernization of government employment systems. She noted that the platform will help broaden the scope of competition and accommodate qualified Sudanese talents, both domestically and internationally, through a unified electronic system.
Mua’tasim Hajo Al-Obeid stated that the Commission will supervise recruitment operations via the platform in accordance with the laws and regulations governing the civil service, ensuring professional standards and transparency at all stages of selection. The Ministry of Digital Transformation and Communications also confirmed the readiness of the necessary technical infrastructure to operate the platform and safeguard applicant data.
